1) 100 Flapping Geese.

Guard geese have been used throughout history, and in modern times. Officials in rural parts of the China's Xinjiang province are using domesticated geese to aid in law enforcement.

Geese have been labelled more effective than dogs for a variety of reasons: They're aggressive, have exceptional eyesight, and, as anyone who has had to deal with them knows, they're loud and nothing can shut them up.

2) Waterproof Briefcase.

The idea of distressed messages set adrift rough waters and surviving.

3) Velvet Glove.

Putting on the "velvet glove" suggests the use of gentle but effective persuasion.
